After receiving feedback from multiple sources I have decided to make some design changes to the deck.

To make the system easier to understand for players the Rank and Suit layout will be changed to the standard 4 Suits with 13 Ranks each.

The changes will make it easier for viewers to visualize how their favorite games will play.  The best way to see how different games will play is still to make a mockup deck using an inexpensive deck and a permanent marker, then to play test it.  Instructions for a new mockup deck will be provided soon.

The deck will still feature the use of color as a game element.  There will be 4 Colors which will have the same function as the 4 Suits.  There will also be 12 Color Suits (Color and Suit combinations) with the same function as the Ranks.  There will also be Wild Cards with special limited Wild Card abilities.

The game rules will have some minimal changes, but will be played the same way.

The same purpose of the deck will remain, more options in game play for more strategy.
